This is definitely something you want to control. Just this week, the Motion Picture Association announced a new crackdown on individuals swapping movies illegally. The traditional approach to controlling P2P applications has been to try to block the ports used by file-swapping applications. The problem with that approach is that most P2P applications automatically search the range of ports until they find one that is open.
