As for No. 8 (for which we needed an explanation), Gartner Inc. analysts say that if CIOs plan to spend accrued savings, they should be specific, such as by articulating spending this way: "Money saved from Q2 server consolidation is slated for remote laptops in Q3." Got it? Now go get 'em!
